Bihar Assembly panel visits Meghalaya, holds talks on legislative procedures

SHILLONG, JUN 15: The Meghalaya Legislative Assembly on Monday hosted members of the Bihar Legislative Assembly’s Committee on Subordinate Legislation as part of their study tour to the state.

An interaction between the two committees was chaired by Hon’ble Speaker Shri Thomas A. Sangma at the Assembly premises.

Leading the Bihar delegation was Committee Chairman Manohar Prasad Singh, accompanied by MLAs Chinmay Atit Singh, Murari Mohan Jha, Pankaj Thakur, Sujit Kumar, Abidur Rahman and Shri Aasif. Officials Suraj Kumar, Pankaj Kumar Rai, Shubham Kumar, Abhishek Kumar and Chandan Kumar Jaiswal were also part of the visiting team.

From Meghalaya, Committee Chairman Gavin Miguel Mylliem was joined by members Dr Mizanur Rahman Kazi and Damanbait Lamare.

Assembly Secretary Malthus S Sangma and senior Secretariat officers attended the session.

Welcoming the delegation, Speaker Thomas A Sangma said, “The Bihar Committee on Subordinate Legislation is on a study tour of Meghalaya and has paid a courtesy visit to our Assembly. I am happy to receive them, and the exchange between the two committees proved to be both productive and insightful.”

He added that the discussion focused on the current functioning of the Committees on Subordinate Legislation in both assemblies.

“Members exchanged views on legislative procedures, best practices and operational mechanisms. Experiences shared by both sides made the interaction highly constructive,” the Speaker observed.

Sangma further noted that the Bihar delegation showed keen interest in Meghalaya’s committee system.

“The visiting delegation was impressed by what they saw in Meghalaya and found the discussions beneficial. They appreciated the practices followed by our State Legislature,” he remarked.

The Committee on Subordinate Legislation plays a vital role in state legislatures by scrutinizing rules, regulations, bye-laws and other delegated legislation framed by the executive. Its mandate is to ensure that such subordinate legislation remains within the limits and intent of the parent Act and to report to the House accordingly.
