SHILLONG, JUL 17: The Association of Meghalaya Auctioneers Fraternity has demanded that the state government withdraw the online tender for Registered Vehicle Scrapping Facilities and Automated Testing Stations, and revise eligibility criteria to ensure local operators are not excluded.
In a petition to Chief Minister Conrad K Sangma on Friday, AMAF President R Diengdoh said the current RFP requirements make it nearly impossible for Meghalaya’s existing auctioneers and scrap dealers to participate.
The tender mandates an average annual turnover of ₹4 crore, a bank solvency certificate of ₹2.5 crore and three years of audited financials — conditions the Association said are designed for large corporates, not small local entrepreneurs.
AMAF, which represents auctioneers engaged in vehicle auctioning, scrap collection and dismantling since 2006, argued that financial figures do not reflect practical capability.
According to the Association, firms with strong balance sheets but no experience in the state could qualify, while local operators with nearly two decades of ground experience may be left out.
The body also opposed the move to conduct the process entirely online, stating that many of its members have participated in government auctions through the offline system for years and the shift creates practical difficulties for genuine local bidders.
AMAF urged the government to revert to an offline tender process, make eligibility norms more practical for experienced local players, and give preference to Meghalaya-based auctioneers who have been in the trade since 2006.
It also asked that proven field experience be considered alongside financial strength during bid evaluation.
The Association clarified it is not seeking a dilution of standards.
It said its request is aimed at ensuring the Meghalaya Vehicle Scrappage Policy protects local livelihoods while achieving the state’s objective of a modern, environmentally responsible scrappage system.
