SHILLONG, DEC 14: The Khasi Hills Autonomous District Council (KHADC) on Monday passed a resolution approving the name of its retired court judge J Reenbohn for the post of a nominated MDC in the 30-member house.
For the first time the district council will be getting a nominated member who does not have any affiliation to any political parties or through political recommendation.
The resolution was moved by the Chief Executive Member (CEM) of the KHADC Pynshngain N Syiem and supported by all the ruling members during a special session convened on Monday.
However, two opposition members – Pyniaid Sing Syiem and Teilinia Thangkhiew allegedly decided to skip the special session.
“We have proposed the name of J Reenbohn, a retired judge of the District Council Court through a resolution as the new nominated MDC of the council,” Syiem told the house.
Stating that the council has decided to have a person who is not from any political party, Syiem said, “We feel it is time that we need to have experienced people who can constructively contribute to the interest and improve the functioning of the district council.”
According to him, Reenbohn is a BA, LLB and had served as a magistrate first class (1984-1988), additional judge (1988-2005), Judge, District Council Court, Khasi Hills (2005-2011).
“Prior to his service in the KHADC court, Reenbohn had also served as court officer in the Gauhati High Court, Shillong Bench and then as Law officer and Secretary of Law Commission under the Government of Meghalaya,” he said.
Stating that there is a misconception that only the state government or cabinet can recommend the name of a nominated MDC, the KHADC chief, however, said, “But this is not true, in fact the district council should recommend the name to the Governor because it knows what it needs. Anything should not always be at the level of the government.”
He said the resolution was passed as per Rule 6 of the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules, 1951 as amended which clearly states – “The district council may submit its recommendation, if it so desires, to the Governor.”
Meanwhile, he informed that the legislative wing of the council will immediately submit the resolution to the Governor V Shanmuganathan for his approval. “We hope that the Governor will approve the proposal of the district council at the earliest,” he said.
It may be mentioned, the special session was convened after the post of the nominated member in the council fell vacant after the resignation of Gabriel Wahlang of Congress on November 6.
Wahlang’s quitting from the post came after he decided to contest the just concluded assembly by-election from Nongstoin constituency last month but was defeated by new HSPDP MLA Diostarness Jyndiang.-By Our Reporter
