Govt to introduce security features in transport challans: CM

IMG-20190311-WA0022SHILLONG, MAR 11: The state government is in the process of introducing ‘security features’ in transport challans to prevent misuse of challans and circulation of fake challans.

“A committee has been constituted in this regard to introduce security features in the transport challan in time bound manner,” chief minister Conrad K Sangma told the Assembly here on Monday.

He said security features in the challan will include OR code, bar code, holograms with hand held taggant detector used for product authentification and verification and weign-in-motion to prevent miuse of challans and circulation of fake challans and overloading.

The chief minister was replying to the call attention moved by opposition Congress legislator from Mawlai Process T Sawkmie on the alleged illegal sale of challans.

Sawkmie while raising the issue expressed concern on the state becoming popular for illegal activities and said, “The sale of challans is like selling newspapers in the open market.”

However, the chief minister said that the government has taken serious view on issue of fake challan/forged challans adding the Mines Royalty Inspectors in charge of respective check gate have filed complaints and lodged FIR whenever fake challans were detected.

With regards to multiple-use of challans, he said the transport challans are stamped and signed by verifying authority in exit points/check gates, hence repeated use of same challans is not found in transportation of coal.

“Necessary instructions are issued to the field officers/staff to remain vigilant against such practices and file FIR immediately,” he added.

On the allegation of illegal sale of challan, Sangma hinformed that as per the preliminary enquiry report it was found that no complaints have been lodged in the DMR on alleged sale oof challan and no FIR has been lodged against the same.

The chief minister however assured that the government will take stern action against the culprits if any evidence is found and if any complaint is received on the alleged sale of transport challan and said, “The government will further seek full report on the alleged illegal sale of challan.”

Stating that his government is very serious on the issues of fake challans, Sangma said the multiple-use of challans and illegal sale of challan would seriously affect the revenue generation of the state.

“The government will shortly come out with measures including streamlining administrative process and procedures currently in place for issuance of MTC in order to prevent any misuse of challans,” he further informed.

Meanwhile, the chief minister said the state has registered more than 1,200 cases related to illegal coal mining during the past five years.

He said in 2014, a total of 203 cases were registered, 504 in 2015, 117 – 2016, 274 – 2017 and 163 – 2018.
