Shillong, Feb 17: Just ahead of the district council elections in Khasi ,Jaintia hills and the impending Lok Sabha elections soon, the opposition United Democratic Party (UDP) has upped its attack against the Mukul Sangma led MUA II coalition government by preparing its “charge-sheet” of the alleged misdeeds entitled as the “ABCD” of MUA II.
The charge-sheet will be send to the union government on Tuesday seeking action against the Congress led MUA II government.
UDP has categories the “ABCD” of its charge sheet as A – Accused’, B-‘Black-listed’, C – ‘Charge-sheeted’ and D – ‘Discredited’.
UDP working president Paul Lygdoh told reporters during a news conference on Monday evening, “We have prepare a charge-sheet highlighting four major points which we consider to be deep-rooted-flaws that have permeated this government (MUA-II) and seek immediate intervention of the union government.”
Lyngdoh said these flaws are having detrimental effects on the people and polity of the state besides shaking their confidence in the law makers and the system..
The four major points highlighted in the UDP “ABCD” pertains to politico-militant nexus, education job scam, recent JHADC scam and long pending new building of the state assembly building.
On the link with militant organizations, Lyngdoh said the UDP had pointed out that the claim of the Achik National Volunteers Council – Breakaway ANVC (B) faction to the link of the chief minister Mukul Sangma and Garo militants is not hollow as that the gruesome killings of militants a day after the statement was made by the ANVC(B) political secretary is enough evidence of this deep link that the chief minister maintains with the insurgent groups.”
Stating that this is not just an accusation, Lyngdoh cited that innumerable reports have surfaced on the accusations of the politico-militant nexus before also.
Lyngdoh rued, “Today, the confidence that the people on their elected leaders has ‘nose dive to an all time low’ because of this crisis of credibility the elected government suffers from.
Lyngdoh said that it is the first time in the history of Meghalaya that no other than the chief minister has been accused of such links. He observed that for the state it is a very dismal and alarming situation because if nothing is done to stem this rod (politico-militants nexus) Meghalaya will go the way Manipur and Kashmir have gone.”
Referring to the Haryana’s former chief minister and his son who were awarded 10 years rigorous imprisonment for surreptitious appointments, Lyngdoh said that the UDP has decided to pin-point about the fate of the education job scam which today has become even more complex with aggrieve candidates filing complains and the already appointed teachers who are being terminated and becoming aggrieve party.
The education scam in the 2009 pertaining to the appointment of assistant lower primary school teachers in the state was unearthed by the Central Bureau of Investigation (CBI) which has led to the High Level Scrutiny Committee (HLSC) that was constituted to direct the state education department to terminate as many as 246 already appointed teachers.
With the Khasi and Jaintia hills districts preparing for the February 24 district council elections, Lyngdoh said the state has a Chief Executive Member (CEM) who has blatantly indulge in acts of corruption and venality amounting to Rs 2 crore and he continues to be a freeman because of obvious political pressure.
Lyngdoh said, “All this point to this very disturbing trend of criminal element entering the political arena and especially the autonomous district councils which have yet to recover from the perceive sense of not being able to deliver to the satisfaction of the electorate.”
The UDP also sought the attention of the President and union government on the prolong delay with regards to the construction of the new assembly building of the state.
Lyngdoh lamented that more than 13 years have gone by since the state assembly was gutted in a fire but till today the new assembly building site has not been finalize.
Expressing his surprise over the completion of the palatial residence of the chief minister build barely with record 6 months in the heart of the city, Lymgdoh said, “This is irony because it shows that an individual occupying the post of the chief minister of the state is much more important and much more powerful than an assembly consisting of 60 elected representatives who do not have an assembly of their own for more than a decade now.”

The UDP instead of giving information to the Congress ruled Union Govt. of the misdeeds done by the State Govt on the issue of job scam should approach the Supreme Court so that the affected teachers are not deprived of their rights.
