SHILLONG, OCT 7: Chief minister Mukul Sangma said that the tripartite settlement agreement arrived at with the A’chik National Volunteers’ Council (ANVC) would not be implemented unless the Sixth Schedule is amended.
“The agreement which is yet to get the centre’s nod, will however not be implemented unless amendments to the sixth Schedule are brought into effect,” Sangma told the assembly on Monday.
The ANVC had sought more powers for the Garo Hills Autonomous District Council (GHADC).
On this, Sangma informed, “Any amendment to the Sixth Schedule to accommodate the ANVC demands would also be extended to the other two autonomous district councils (KHADC & JHADC) of the state as well.”
Sangma ruled out any conflict of powers with the autonomous district councils once the Sixth Schedule to the Constitution is amended.
Sangma was replying to a query put forth by UDP legislator Paul Lyngdoh that there could be a conflict of powers of state government and district councils.
“In the proposed amendments, there will be no conflict between the two as no subject will be transferred outside the Sixth Schedule,” Sangma said.
Lyngdoh cautioned the government to tread carefully on the issue to avoid any conflict between the state government and the district councils.
Sangma also informed that the district council affairs department was yet to submit its views on the proposed amendments to the Sixth Schedule. With regards to the views from different government departments and the district councils, he said, “Their views have been received and are under scrutiny by the government before submitting it to the centre.”- By Our Reporter
