SHILLONG, MAR 11: The state government assured the assembly on Wednesday that it will prevail on the centre to complete the process of implementation of the Agreed Text of Settlement signed with ANVC and ANVC-B- even as the opposition demanded immediate dissolution of GHADC, whose term was re-extended by another six months.
“It is the bounded duty of the state government to prevail on the centre to complete the process of the amendment of the Sixth Schedule to the Constitution of India for implementation of the Agreed Text of Settlement,” chief minister Mukul Sangma told the assembly on Wednesday.
Sangma also said at a time when the government decided to proceed ahead for no more extension of GHADC term, the centre had informed that it is in an advance stage of completing the proposed amendment. This led the government to decide to further extend the term of the GHADC since one of the conditions in the agreement signed was increasing the seats of district councils, he informed.
According to Sangma, the objective of extending the term of the Garo Hills Autonomous District Council (GHADC) is to complete the process of agreement signed.
Sangma was supplementing his District Council Affairs minister HDR Lyngdoh to reply to the queries raised by the opposition on the issue during question hour.
Lyngdoh had said that the government was also adhering to the letter of request sent by the Ministry of Home Affairs (MHA) when opposition leader Donkupar Roy enquired whether the government followed the Constitution or the letter of the MHA while deciding to extend the term of the GHADC.
“Whatever the government is doing, it is totally against the Constitution of India,” Roy had alleged demanding immediate dissolution of GHADC.
Taking part during the question hour, NPP legislator James K Sangma questioned whether the election of the GHADC would be held along with the upcoming general elections of all ADCs if the amendment is not brought in the parliament.
On this, the chief minister said the government acted after receiving request from the central government adding but both the union and state government are constitutionally bound to complete the process.
Earlier, Lyndoh informed that the delimitation exercise will arise only after the proposed amendment of the Sixth Schedule to the Constitution for increasing the number of seats in the GHADC is passed by the parliament.- By Our Reporter
