Shift all posts of SSA teachers: MSSASA

SHILLONG, AUG 16: The Meghalaya Sarva Shiksha Abhiyan Schools’ Association (MSSASA) has demanded the state government to shift all posts of primary and upper primary teachers from the State Education Mission Authority of Meghalaya (SEMAM) to state education department.

In a letter to the Director of School Education and Literacy Ambrose Ch Marak, who is also state project director SSA-SEMAM here, MSSASA president Aristotle C Rymbai said, “We demand the government to implement the mandatory norms of SSA and RTE 2009 by shifting all posts of SSA teachers to education department on regular basis.”

He said that the state government of Meghalaya had committed a mistake right from the beginning of implementation the Sarva Shiksha Abhiyan (SSA) flagship programme in the state since 2004 and continued committing the same mistake till date.

According to him, the Centre has clear cut norms under SSA and RMSA wherein states/union territories are given financial support of salary of teachers with a condition these posts of teachers shall be created in education department on regular basis with same salary and service conditions as of State budget teachers.

“But in our state, it was found that state government committed a mistake and allowed creation of these posts under State SSA Implementation Society known as SSA-SEMAM on contractual basis for whom different service arrangement have been spelt out,” he said.

Rymbai said that at present a total of 5766 primary and 6715 upper primary SSA teachers were posted only in SSA supported schools in the state.

He said there is urgent need of creation of posts under education department after shifting from State implementation Society as per mandatory norms of SSA, RTE Act 2009, RTE amendment Act 2012 and as per clarification given by MHRD via revised norms dated January 1, 2014.

“Though Ministry of Human Resource Development, Project Approval Board directed all State/UT to unify teaching cadre no separate SSA cadre permissible but our state elementary education department did not rectify those anomalies and state still appointing teachers under SSA on contract basis,” he added.

According to him, appointing teachers under SSA cadre is a mistake and as it should be under Department of School Education & Literacy. The SSA teachers in the state are being appointed by the School Managing Committees (SMCs).

In the meeting of PAB, Assam of 2013, Secretary of PAB cum MHRD has also pointed similar mistake and asked the State to appoint teachers under SSA posts in State Education Department not under State implementation Society, he added.
