Sangma assures to fast track KHADC bills

SHILLONG, MAR 5: Meghalaya chief minister Mukul Sangma on Thursday assured to fast track approving the twenty one pending bills that includes the Khasi Hills District (Village Administration) Bill, 2014 passed by the Khasi Hills Autonomous District Council (KHADC).

Sangma gave the assurance to a delegation led by KHADC Chief Executive Member (CEM) Adelbert Nongrum during a meeting on Thursday.

Nongrum told newsmen after the meeting, “The chief minister and the District Council Affairs department has assured us that the pending bills will be taken up at the earliest to ensure quality in the service of district council.”

Nongrum informed that a total of 21 bills passed by the KHADC are pending with the state government years since 1994.  These 21 bills are the ones returned by the DCA department to the KHADC.

Nongrum said that KHADC and the state government have arrived at a consensus that there will be a close coordination between the two to ensure that the pending bills are process at the earliest.

On Wednesday Sangma had also said that the DCA has been directed to point out the areas in the bill which are required to be addressed by the KHADC.

Earlier, the DCA had returned KHADC bill for rectification but without specifying the areas which the district council needs to rectify and submit back to the department.

Asked whether the DCA had pointed out the flaws in the village administration bill, Nongrum said, “In today’s meeting the DCA assured to soon hold a meeting with the KHADC to discuss those areas in order to speed up the passage of the bill for getting the assent of the Governor.”

Interestingly, the DCA minister HDR Lyngdoh, who is also a Congress MDC in the KHADC, was not present during the meeting.

There are sldo eight bills passed the KHADC pending for assent and approval of the Governor. These too were taken up during the meeting.

The eight bills waiting for Governor’s assent includes the KHADC (Regulation and Registration of Marriage and Divorce) Bill, 2005,  the United Khasi Jaintia Hills District  (Trading by Non Tribals) (Eight Amendment) Regulation Bill, 2011, The KHADC (Nomination and Election of the Syiem, Deputy Syiem and Electors of Nongstoin Syiemship) (Second Amendment) Bill, 2013, The KHADC (Allotment, Occupation or Use or Setting Apart of Land) Bill, 2014 and others.- By Our Reporter
