SHILLONG, FEB 9: The state police on Thursday chargesheeted former militant leader turned politician Julius Dorphang and five others for their involvement in trafficking and sexually exploiting a 14-year-old minor girl.
The chargesheets against the accused was in regards to the case where the minor girl was subjected to human trafficking and sexually abused in a guest house at Motinagar and the case registered at the Laitumkhrah Police Station.
“The Investigation Officer (IO) of the case Inspector MN Khar, also Officer in-Charge Laitumkhrah PS has submitted the chargesheets before the Court of the Special Judge (POCSO) Shillong Court,” SP (City) Vivek Syiem said.
Fifty-two-year-old Dorphang, sitting Independent Mawhati legislator, was chargesheeted under section 5(c)/(I)/6 POCSO Act for committing aggravated penetrative sexual assault by a public servant and committing the same more than once.
Syiem said the other accused Mamoni Parbin (27), Darisha Mary Kharbamon (22) and Monalisa Shangpliang (22) were chargesheeted under section 366A IPC, R/w Sec 77 Juvenile Justice Act, R/w Sec 5 ITP Act R/w Sec 17 POCSO Act for procuration and inducement of a minor girl for illicit intercourse with another person, inducement for prostitution and abetment for any offence under the POCSO Act.
Meanwhile, Sandeep Biswa (27) and Elbert Shemphrang Kharlukhi (31) were charged under section 17 POCSO Act.
“Forty two witnesses have been examined in this connection and supplementary chargesheet will be submitted shortly against the above after further evidence is received,” the SP said.
The accused were arrested following series of FIRs, about nine in total, filed by the State Commission for Protection of Child Rights (SCPCR).
The sex racket came to light after an employee of a guest house owned by the incumbent home minister HDR Lyngdoh’s son was arrested for pimping the victim last month.
The victim was rescued from near the guest house and brought to the police station where she named all those involved in pimping her.
Seventeen accused have been arrested so far in connection with this case.
