SHILLONG, NOV 1: The Parliamentary Standing Committee (PSC) served six months ultimatum to all central government’s institutions and departments in Meghalaya by directing them to implement the reservation quota by filling up the various vacancy posts with employees falling under the reservation policy.
“We have focus upon the implementation of the reservation system for schedule tribe (ST), schedule caste (ST), OBC and differently-abled persons, especially for the blind category, for filling up all the vacant posts within a period of 6 months time,” PSC chairman Dr EMS Natchiappan told reporters on Saturday.
The directive came after a meeting of the 12-member committee with different organizations which include NEEPCO, NERMAC, NEHHD and others at Pinewood Hotel on Saturday. According to him all the backlog vacancies should be filled-up by these organizations and other departments under Government of India in the state as well as across the country.
Dr Natchiappan also said, “The number of vacancies differs in each institution. We cannot specially focus on the number but whatever the numbers are available that should be fulfill within six months times.”
Dr Natchiappan informed that the PSC will again call these organizations and departments wherein they have to give a report within three months from the stipulated time fixed by the committee on the recommendation or review taken by the PSC.
The Persons With Disabilities (PWD) Act, 1995 has clearly stated that 3 percent job reservation should be implemented for the PWDs both in state and central institutions.
The PSC chairman also made an observation saying that the departments and other institutions are “not so attentive” towards the issue pertaining to PWDs. “We find that they (departments) have to focus upon this issue much more diligently. We find that they are not so attentive on that issue.”
Dr.Natchiappan said the committee has asked all the departments concerned on the need to take up this issue immediately and fill up all the vacancies. On the implementation of the RTI Act in the state, he said, “The Committee have asked the departments to put in the website the RTI Act which details on how to apply and get the information since he said the numbers of applications are “very low”.
Dr. Natchiappan informed that the committee has suggested the need to propagate to the people that they have the right to get information through this law. According to him, people should understand they are endowed with a right to know what is happening within the system, so if propagated further then it will be an effective mechanism.
Simultaneously, the committee has also asked the departments to update their information in their website so that section 4 (2) of the RTI Act where t a voluntary disclosure by every departments should be displayed.- By Our Reporter
