SHILLONG, JULY 29: The National Human Rights Commission has issued notices to the East Khasi hills district magistrate and Superintendent of Police (SP) on the action of the village elders of the dorbar shnong of Wahkdait village, near Mawryngkang, forcing Noping Khongsit to eat human excreta as a punishment that he was supposedly practicing witchcraft.
In a release issued by the NHRC director of information & public relations on Monday, it says that the NHRC has taken suo-motu cognizance of media report that reported Khongsit was forced to eat human excreta after four girls of the village alleged that Khongsit used to appear in their dreams and frightened them with snakes.
Believing their statements, the local ‘dorbar’ declared him guilty of practicing witchcraft, held him responsible for scaring the four girls, and punished him by making him eat human excreta.
The NHRC observed that the contents of the press report, if true, raise a serious issue of violation of human rights to live with dignity.
The NHRC release said that the East Khasi hills district magistrate and SP must respond to the notices within four weeks.
Mawryngkang village Rangbah Shnong Kerini Khongit, Assistant Rangbah Shnong Thwer Tynsong and secretary of the village Jwatbod Khongmalai had been arrested by the East Khasi hills police for forcing Noping Khongsit to eat human excreta.
The trios were arrested after they surrendered before the East Khasi hills SP as they evaded arrest when a police team led by SDPO Sohra and additional district magistrate had visited the village to search for them. – By Our Reporter
