NGT directs sewerage network in all municipal areas

SHILLONG, JAN 22: The National Green Tribunal (NGT) has directed the state government to establish a “common sewerage network” in all the municipal areas in the state.

“The most suitable method would be to establish common sewerage network led to a common sewage treatment plant (STP),” the NGT said in its order issued on January 19 while hearing a petition filed by one Sajay Laloo, a resident of Jowai town.

Laloo had sought the intervention of the NGT into the pollution against the Myntdu River.

The Court also directed the Jowai Municipal Board and the Urban Department of the state government to consider adopting this method taking into consideration the topography of the region.

“Towards this direction, the need to consult experts is incumbent. This would also be applicable to the city of Shillong and other Municipal areas,” it stated in the order.

The NGT further directed the state government should prepare a long term action plan for the purpose to be undertaken in a phased manner and asked that report in this regard should be filed on the next date of hearing to be held on February 27.

Earlier during the hearing, the Jowai Municipal Board informed that it has issued notices to all households within its jurisdiction to set up septic tanks and soak pits the toilets.

Although this indicates that efforts are being made by the Jowai Municipal Board, septic tanks and soak pits are now obsolete technique and expensive for the common households.

On the setting up of common effluent treatment plans (ETPs) and sewerage treatment plans (STPs), the Jowai Municipal Board in its report informed that various steps have been taken in this regard.

According to the board, letter calling for expression of interest has been floated for engagement of a suitable and qualified consultant for preparation of the detailed project report (DPR).

While appreciating the steps taken, the NGT however said that the process ought to be expedited considering the critical nature of the infrastructure.
