To commemorate the adoption of the Constitution of India by the Constituent Assembly on November 26, 1949, Meghalaya Chief Secretary, D P Wahlang on Monday led the gathering in reading the Preamble to the Constitution of India at the Main Secretariat Building premises, Shillong.
