SHILLONG, MARCH 22: Revenue minister R. C. Laloo said the state government had conducted cadastral survey of 39 villages in the last five years, but is constrained in carrying out the work because of the lack of cooperation from the villagers.
Laloo, who is a deputy chief minister, said surveys in respect of large number of land acquisition cases were also undertaken. “From 2007-2008 to 2011–2012, cadastral survey of 39 villages and localities were undertaken,” he told the Assembly on Friday in response to a query raised by leader of the Opposition Donkupar Roy during question hour.
The deputy chief minister said it was difficult to carry out the surveys due to non-cooperation by villagers even in cases where the village dorbars themselves had made a request. Absence of actual land owners during survey, disputed inter-village boundaries and reluctance to get detailed survey done were among the other constraints faced by the surveyors, he added. .
Lalo said the land tenure system in the state was quite unique, which is why the selection for the survey was being made on request made by the durbars. However, the department, he said, has been trying its best to create awareness amongst the population on the need to go in for cadastral surveys, and this appears to have been bearing fruit with some villagers coming forward for such surveys.
In his supplementary question, Roy urged the department to speed up the survey that had been initiated about three years back in one of the villages in his home constituency of Shella. To which, Laoo responded by stating that he would personally look into the matter even though he said the delay was because of the non-cooperation of the people. (By Our Reporter)
