KHADC issues strong warning against RR Colony Society from issuing NOC, residential certificate

SHILLONG, AUG 31: The Khasi Hills Autonomous District Council (KHADC) chief Pyniaid Sing Syiem on Thursday issued a strong warning against the RR Colony Society for allegedly issuing no-objection certificate (NOC) or residential certificate to non-tribal residents in Rynjah.  

This came after a delegation of the dorbar shnong of Rynjah, Seng Kynthei and Seng Samla Shnong Rynjah had sought his intervention into the matter. They have alleged that many non-tribal have obtained NOC from the Society for applying for trading licenses.

“We are yet to receive any evidence to prove that such NOC and residential certificate have been issued by the RR Colony Society but we had only seen such incident reported in the media way back in 2007-08. However, I want to make it very clear that from 2019 onwards, the RR Colony Society cannot issue any NOC or residential certificate to residents of the areas as the KHADC and the Hima Mylliem have empowered only the dorbar shnong of Rynjah with such power,” Syiem said.

He also warned, “If anyone found violating this order issued by the KHADC and the Hima Mylliem, action will be taken against them as per law.”

“We are not against the Society and its functioning but we will not allow it to violate the rules of the dorbar shnong,” he said.

Stating that the RR Colony is also known as ‘Them Rynjah’ which falls under the jurisdiction of the dorbar shnong of Rynjah from 2019, Syiem said, “Therefore, the dorbar shnong is the competent authority empowered by the KHADC and Hima Mylliem to issue NOC and residential certificate to residents of the area.”

“We will not recognize anybody from Them Rynjah who claimed themselves to be headman of that area as we only recognized the dorbar shnong of Rynjah, the headman and locality heads duly elected by the dorbar shnong,” he said.
