SHILLONG, OCT 29: The Khasi Hills Autonomous District Council (KHADC) on Thursday approved the constitution of the Federation of Traditional Dorbar (FOTD to strengthened, empower and unitedly thwart any attempt to dilute the traditional system of governance.
Tabling the report of the executive committee on the last day of the autumn session, KHADC chief executive member Pynshngain N Syiem said, “The FOTD was constituted with an aim to bring all the traditional bodies and the district council under one umbrella and at the same time to bring about a cordial relationship among all the stakeholders inter-alia to further strengthen and empower the traditional system of governance.”
He said, “We have also decided to include the FOTD under the Elaka department of the district council,” adding “We also seek to legalize the federation as per the provision of the Sixth Schedule.”
Stating that FOTD will bridge the gap between the traditional bodies and the district council, Syiem said, “It is also to ensure that the interest of the traditional dorbar is preserved and protected and to unitedly thwart any attempt to dilute the traditional system of governance.”
Syiem informed that the composition of the FOTD will comprise of the CEM as the chairman, 5 members from the KHADC, five from Dorbar Hima, five from Dorbar Raid, 10 from Dorbar Shnong and KHADC planning officer as member secretary.
Stating that representatives from the traditional bodies in the FOTD will be done through electoral-college process, he said there are as many as 53 Himas (chiefdoms), 80 dorbar raids, and over a thousand dorbar shnongs.
“The issues concerning or affecting the traditional institutions will be discussed in the FOTD, which will act as a platform and mouth-piece for the indigenous community,” Syiem added.-By Our Reporter
