SHILLONG, APR 6: Opposition Congress has sought for the intervention of the state government into the need for introducing the anti-defection law in the three autonomous district councils (ADCs) in the state.
The matter was brought before the House by the Congress legislator from Mawlai Process T Sawkmie during the reply on the governor’s address by the chief minister Conrad K Sangma in the Assembly here on Friday.
“There is need to bring the anti-defection law in the autonomous district councils because the purpose of having them is sometime forgotten,” Sawkmie, who is also a member of Khasi Hills Autonomous District Council (KHADC) said.
He was supporting the statement made by chief minister who during the course of his reply had expressed concern that there has been a shift in the purpose of the ADCs which were meant to protect the rights, culture and identity of the Khasi, Jaintia and Garo indigenous people.
Assuring that his government intends to ensure that support is given to the ADCs, Conrad said the museum cum research centre of the Garo Hills Autonomous District Council (GHADC) is being constructed to showcase the culture of the Garos.
On the issue of pending Bills submitted to the District Council Affairs (DCA) department from 2014-2016, he said 8 out of 22 Bills were returned to the KHADC, 2 were recalled while only 1 is now pending with the department.
He informed that the KHAD (Village Administration) Bill was also returned to the KHADC by the governor with a message.
