SHILLONG, SEPT 3: HITO has urged the Meghalaya Governor to officially declare August 17 as Historic Constitutional Day, marking the 1948 signing of the Instrument of Accession and Annexed Agreement between the 25 Khasi States and India by Governor-General C Rajagopalachari.
The organization said the conditional accession, unlike the merger signed by 565 princely states, recognised the distinct status of Khasi States and their customary institutions.
It proposed annual observance through seminars, exhibitions and academic programmes to preserve Meghalaya’s constitutional history.
