SHILLONG, FEB 7: The state government is likely to table the proposed amendments for further strengthening the Meghalaya Residents Safety and Security Act, 2016 in the upcoming budget session of the state Assembly to be held on March.
This was informed by the deputy chief minister Prestone Tynsong to a delegation of the Confederation of Hynniewtrep Social Organisations (CoHSO) which met him here on Thursday to seek his intervention for immediate implementation of the Inner Line Permit system in the state.
Speaking to reporters after the meeting, CoHSO Chairman and HYC president Robertjune Kharjahrin said, “He (Tynsong) has assured us that the government would be ready with the amendment of the MRSSA, 2016 before the Assembly’s budget session.”
Kharjahrin said that the Hynniewtrep Youth Council (HYC) had already submitted its views and suggestions to the state government for its consideration to incorporate the provisions of the Inner Line Permit (ILP) in the Act.
He said these include the legal provision which bars any Indian or foreigner to enter the state without valid permission, to penalise any person who enters or stays in the state without permission, permission should have validity period of 179 days and to bar non-indigenous people to have land rights in the state.
“This is the ILP that we want the government to implement in letter and spirit to protect the indigenous population of the state and these provisions can be incorporated in the MRSSA, 2016 as well,” he said.
Asked, Kharjahrin informed that the views and suggestions of the HYC are being examined by the law department.
Meanwhile, the CoHSO leader further informed that the conferedation would also demand the state government to delete the other tribes from the Schedule Tribe (ST) Order, 1950 to prevent people from other parts of the North East to have buy and own land in the state.
“We would also demand the immediate implementation of the National Register of Citizens to flush out those who are residing in the state illegally,” Kharjahrin said while informing that the HYC has proposed 1971 as the cut off year.
