‘Govt destabilized ARPA EC’

SHILLONG, MAR 20: Opposition leader Donkupar Roy accused the state government of ‘destabilizing’ the ARPA executive committee and encouraging ‘defection’ by recommending imposition of Administration’s Rule in the KHADC for six months.

“The ultimate intention of the state government by recommending imposition of Administrator’s Rule is not only to destabilize but to encourage more defection in the KHADC,” Roy told the assembly on Thursday.

Roy also alleged the state government destabilized the ARPA EC by appointing a nominated MDC from the opposition alliance.“The decision to recommend Administrator Rule is uncalled for, it is not as per Constitution and not at all democratic,” he argued.

Citing the ARPA is having the maximum support of 16 MDCs, Roy appealed to the state government to call for immediate election of the new Chief Executive Member (CEM) instead of imposing an Administrator’s Rule in the district council.

In his reply, Meghalaya district council affair (DCA) minister HDR Lyngdoh recalled a recent statement made by the opposition leader in the media expressing his unhappiness on the political situation in the district council and also spoke about the need to impose Administrator’s Rule.

Roy admitted, “Yes, I am not happy.” He however refuted that he had recommend for imposition of Administrator’s Rule and said, “But my contention was to dissolve and have fresh election.”

Stating that move was a ‘constitutional obligation’, Lyngdoh however informed the house that the state government had decided to recommend six month Administrator’s Rule because of ‘political instability’ in the KHADC.

UDP legislator Paul Lyngdoh questioned the urgency of appointing a nominated MDC in the KHADC, when the government failed to appoint the same in the JHADC.  “Is it not a constitutional obligation to appoint the nominated MDCs in both district councils,” he questioned.

To this, the DCA minister said, “I request the member to be patient as we are taking one by one.”

Roy also said that appointment of a nominated MDC from the opposition side has reduced the strength of the ARPA.

The DCA minister, however, said, “The election in the KHADC was completed a year ago but there was no information from EC that it had recommended any member. The government had no option but to fulfill the constitutional obligation by appointing the nominated MDC in the House of 30.”

Roy, however, questioned why the state government cannot wait for another one year when it has been waiting all this while, to which minister reply, “That is your stand not ours.”- By Our Reporter
