SHILLONG, MAR 12: The state government has appointed a Meghalaya Civil Service (MCS) officer as the secretary of the Garo Hills Autonomous District Council (GHADC) to streamline the functioning of the council.
Announcing this while replying the debate on the Governor’s address in the Assembly here on Tuesday, Chief Minister Conrad K Sangma said, “We have appointed an MCS officer as the secretary to ensure that the GHADC stabilises in the coming years.”
He said that the step has taken not to underestimate the officers and staff of the Council but there is need for person who has administrative experiences to streamline the functioning of the Council.
Referring to the problem related to financial crisis faced by the Council, the chief minister said during the last financial year, more than Rs 17 crore was sanctioned to the GHADC with which it was abled to release four month salaries to the employees.
“They will also be releasing salary for two months very soon,” he said.
On the apprehension expressed pertaining to the move to change the nomenclature of the district councils to territorial councils, Sangma however said that proposal was just to justify the multiple districts existing in the Khasi, Jaintia and Garo Hills region.
“It is just a change in the nomenclature to justify that such districts falls within the territory of the respective district councils,” he added. Later when asked whether the government has any plans to appoint MCS officers in the other two district councils of Khasi and Jaintia Hills region, the chief minister said, “These things should come from the district councils and
until and unless they dont asked us we cannot directly put it as that would not be correct for us. So request should come from them.”
According to him, the appointment of the MCS officer as secretary of the GHADC was based on the proposal submitted by the GHADC chief executive member to the government.
