Trade license: KHADC warn Syiems

SHILLONG, JAN 15: The Khasi Hills Autonomous District Council (KHADC) warned that it will take action against any tribal chief who violates the order of the council not to issue fresh trading licence.

KHADC decision came after the violation by the Syiem of Hima Mylliem who continued to issue fresh No Objection Certificate (NOC) even after KHADC hsdff clearly prohibited the Syiems from issuing fresh trading licenses.

KHADC had issued a notice on October 2013 directing all Himas not to issue fresh NOCs to non tribal as the council had decided to stop issuing of fresh trading license.

KHADC executive member (EM) in charge trade Latiplang Kharkongor on Thursday summoned the Syiem of Hima Mylliem Latho Manik Syiem and his officials including myntris after the Hima recently issued a fresh NOC to a non tribal.

“The issue came to the notice of the council after a non-tribal came to us for applying a fresh trading license by producing an NOC issued by the Hima Mylliem,” Kharkongor told newsmen after meeting.

Kharkongor said, “We have directed the Syiem to respect the decision and order of the council.” He informed that during the meeting the Syiem had admitted and also tendered an apology with a promise that he will stop issuing NOC for trading license.

Objecting to the NOC given by the Hima in the form of ‘pata’, Kharkongor said, “This is totally misleading on the part of the Hima to give ‘pata’ for non tribal to establish their business in the area, instead of ‘permission’.”

According to Kharkongor the word ‘pata’ used by the Hima when issuing of NOC to non tribal give rooms for misinterpretation by many since ‘pata’ in local term have a direct link to land issue.

“Therefore, we have also directed the Hima to give up the use of ‘pata’ in issuing of permission,” Kharkongor said.

Stating that the rules laid in the permission (pata) are ‘lenience’ in nature, Kharkongor informed that on this the KHADC has asked the Hima to reframe the rules with more stringent ones to prevent the transfer of NOC from one trader to another, which is prevalent among the non tribal traders in Iewduh market now.

Kharkongor also maintained that the KHADC will not entertain any NOC for fresh trading license.

Meanwhile, KHADC has also asked the Hima to submit a list of both tribal and non tribal traders operating in Iewduh market to enable the council to have a proper statistic on them.

“We have given the Hima two months   to submit the list,” Kharkongor  said adding that the Hima will also have to renew all the patas it has issued to the non tribal traders so far.

Kharkongor warned that KHADC will take action as per rules against any traditional heads and may even suspend them if they continue to issue NOC for fresh trading license.- By Our Reporter
