SHILLONG, FEB 11: Acting swiftly, the Meghalaya fisheries department principal secretary KN Kumar ordered an inquiry and also received a report on the allegation that the department’s river-guard Appollo Dorphang also executed a contract work under the SRWP (MLA scheme) for 2008-09 and 2010-11. Kumar said, “prima facie Dorphang has violated the service rule and action will be taken after calling an explanation from him.”
The fisheries department will also ask explanation from the Mylliem block BDO who had awarded the contract work to the river guard working under the fisheries department.
On Tuesday Kumar had order his department to immediately inquire into report appearing in the newspapers alleging that Dorphang had done contract work and also withdrawn the amount for the executing the work.
An RTI filed by UDP Mylliem adviser Stephan Lyngdoh has revealed the malpractices of two state government officials Aiborlang Kurkalang who worked as Veterinary Field Assistant (VFA), Intensive Cattle Development Project, Upper Shillong under the Directorate of Animal Husbandry & Veterinary and Appollo Dorphang as river guard under Fisheries department who executed contract works in Mylliem C&RD block at 5th mile Upper Shillong.
According to the RTI, Aiborlang Kurkalang from 5th Mile Upper Shillong was allotted work to construct a platform at Sanmer under SRWP 2008-09 for Rs one lakh and the first installment of Rs 50,000 was withdrawn on 20/07/2010 and the final installment of Rs 50,000 was withdrawn on 31/08/2010 .
The complaint also stated that the River Guard, Appollo Dorphang from 5th Mile Upper Shillong first had withdrawn an amount of Rs 3 lakh for construction of a hall for St. Paul’s Seminary under SRWP 2010-11 (Rs 1,50,000 as first instalment on 20/12/2012 and second instalment Rs 1,50,000 on 21/05/2013).
The UDP complaint also said Dorphang had also withdrawn an amount of Rs 50,000 for construction of a wall near the house of Donnuhsip Tariang at Syllai-u-lor (first instalment Rs 25,000 withdrawn on 22/12/2012 and second instalment Rs 25,000 withdrawn on 14/04/2013).
Kumar confirmed that the report the department had submitted to him also pointed out that Dorphang had withdraw Rs 3 lakh in two installment for construction of the St Paul seminary in 5th miles, Upper Shillong and another Rs 50, 000 for construction of retaining wall.- By Our Reporter
