HLC to recommend implementation of ILP, three tiers ID card to govt

Shillong, Nov 15: The High Level Committee (HLC) on influx decided to recommend the introduction of Inner Line Permit (ILP) and also the three tier identity card system as its alternative to the state government to stop influx of illegal immigrants into the State.

Meghalaya deputy chief minister Bindo M Lanong and ILP chairman told reporters after the meeting Thursday, “We unanimously decided to recommend for the introduction of the ILP in the state for the purpose of protecting the people from illegal
migration of illegal migrants to Meghalaya”

Lanong informed that the committee also recommended another alternative option of introduction of the 3-tier ID system that will then depend on the government as to which of the two recommendations  to implement and how to implement it.

According to Lanong, the 3-tier identity card system will include permanent identity card which will be in green colour for permanent citizens of the state while the semi-ID card (blue) and temporary ID card system (red) will be issued to those coming from outside the state like tourists, businessmen, contractors and others. “These ID cards would be issued by the deputy commissioner after identification process by the Dorbar Shnong,” he said.

The next meeting of the committee will be held in December 4 to place the draft recommendation before the members before it is sent to the government. Lanong said it depends on the government whether to introduce ILP in parts or in the entire state.

Garo Hills region which was removed from the purview of the Bengal
Eastern Frontier Regulation Act, 1873, may not be covered under the ILP even as the committee sought the state government’s consideration to include Garo Hills region in the purview of the act.-By Our Reporter
