SHILLONG, OCT 17: The state cabinet approved the proposal for selection and appointment of members of the State Commission For Protection of Child’s Right (SCPCR). “We have approved six members to constitute a full strength of the SCPCR in the state,” chief minister Mukul Sangma said after the cabinet meeting on Friday.
Names of the members approved include L Lyngdoh, Dr FG Dkhar, Sis Judit Shadap, Carmo D Noronha, Hnita Marak, and Lenita M Sangma.
The cabinet also decided to replace the contingency fund with a regular bill to be placed before the upcoming State Legislative Assembly session.
“The contingency fund of Meghalaya ordinance 2014 would be regularized through introduction of a regular bill in the next session,” Sangma said.
According to Sangma, earlier the contingency fund has been made available for line departments to draw in advance which are not supported by regular budget and every department whoever draw from the contingency funds needs to ultimately regularize it by placing their supplementary demands in the august house.
“But while doing so, the advance are drawn in anticipation of supplementary demands to be considered by the august house because on number of occasions, departments require to draw advances even though they are not supported by the budget,” Sangma said.
Sangma informed that the earlier amount under contingency fund was Rs 105 crores and this was increased to Rs 605 crores.
The cabinet also approved a resolution for rectification by Meghalaya Legistlative Assembly of the Constitution of 121st Amendment bill 2014 aimed at making amendment to the constitution to establish a national judicial appointment commission for judges.
Sangma said the approval was made since the same have been forwarded to all the state governments for consideration of the state legislative assemblies to rectify this bills by the respective legislatures as it required to be mandated under clause B of the proviso of the article 368, 2 of the constitution. – By Our Reporter
