Govt approves CCTNS, PAC

SHILLONG, JAN 7: The State government today approved the amendment of rule 53 (1) of the Assam Police Manual for implementation of the Crime and Criminal Tracking Network System (CCTNS) in the state.

Chief minister Mukul Sangma told reporters after the cabinet meeting on Tuesday that the cabinet approved the amendment of relevant portion of the rule for effective implementation of the CCTNS by the police department.

According to Sangma, the need to bring in amendment was based on the observation that the Assam Police Manual which the state is following is definitely something which was conceptualized and adopted long time ago before technologies were ultimately adopted for use in effective policing.

Sangma said the CCTNS project is initiated by Ministry of Home Affairs (MHA) wherein all the police stations can be brought under this system to have access to all kinds of information which are entered in respective police stations.

Police Accountability Commission: The state cabinet approved the proposal for amending the Remuneration Rules to enable the state to constitute the Police Accountability Commission (PAC) mandated by the Meghalaya Police Act.

Chief minister Mukul Sangma told reporters after the cabinet meeting on Tuesday, “The state government examined and the rule has been appropriately amended to allow the government to provide remuneration to the members of the commission and accordingly the cabinet has approved the proposal.”

Stating that as per the Meghalaya Police Act, there is a mandate to have the PAC but Sangma informed that the commission could not be constituted because people were not showing interest and nobody came forward to apply for the three member commission including the chairman and two members.

Therefore, Sangma said, the PAC was not in existence though the law actually requires the government to have this very important commission. He said that is reason why the government felt it necessary to amend the rules and allow providing the kind of remuneration attractive enough for people to apply for filling up the three members’ commission and enable the government to constitute the commission.- By Our Reporter
