SHILLONG, JULY 12: The Bharatiya Janata Party (BJP) Meghalaya State has termed a nominated IAS officer as “habitual delinquent” of the government’s rules and slammed the Mukul Sangma led state government for its lack of control.
This was following a recent video clip, in which the nominated IAS officer Himalaya M Shangpliang was found taking part in a Congress meeting held at Lawbah village on July 8, that have drawn severe criticisms from several quarters.
It is an open secret that the government servant is planning to contest from Mawsynram constituency in 2018 against the sitting legislator Pynshngainlang N Syiem, who is a suspended member of the Congress and chief of the KHADC.
Shangpliang is however yet to resign as a government servant and his active participation in political activities is in violation against the All India Services (Conduct) Rules, 1968.
“The nominated IAS officer’s infraction the All India Services (Conduct) Rules, 1968 is rather eccentric that leaves room to relentless criticism and lack of control on the part of the government under Mukul Sangma as chief minister,” BJP state vice president JA Lyngdoh said in a statement issued here on Wednesday.
Stating that Shangpliang is a habitual delinquent of the government’s rules, Lyngdoh said, “The state party leadership demands stern action by way of removing the said officer from his present position pending departmental proceedings.”
Any attempt to protect the officer from his endeavor, the leader said – “This will persuade the BJP to take recourse with the appropriate authority in the Government of India, so as to ensure that officers in Govt service does not take undue advantage for political and personal gain.”
Shangplang is holding the posts of Director of Social Welfare Department, Secretary of General Administration Department (GAD), Secretary to the Chief Adviser to the Government and Mission Director, National Health Mission and Meghalaya Health Insurance Scheme.
