SHILLONG, JUNE 26: Khasi Hills Autonomous District Council (KHADC) Congress led ruling PDF said on Friday that the proposed final draft amendment of the Sixth Schedule if implemented will pose a threat to the district council even as it assured to take up measures to improve the council’s revenue collection.

“If implemented as it is, the final draft amendment of the Sixth Schedule will pose a threat to the district council,” KHADC CEM Pynshngain N Syiem said during his reply on the ongoing budget discussion on Friday.

Syiem also said, “The Para 12 (a) of the Sixth Schedule if it is not remove, the existence of the district council will be meaningless as the state government’s laws will only supersede the laws of the district council.”

Stating that the matter needs a collective cooperation from all the members, he said, “We will have to sit together from ruling and opposition to discuss on the issue before sending our final proposals on the amendment.”

Earlier, former chief executive member Adelbert Nongrum expressed concern against the alleged move to abolish the village dorbars in the final draft amendment.

“This is an attempt to introduce panchayati raj and municipality system in the state apart from trying to mine uranium,” Nongrum said while urging the executive committee to seek clarification from the state government on the status of the proposals submitted by the KHADC earlier.

Syiem also assured the house that the executive committee will try its best to improve the revenue generation and collection of the council.

“The EC will find out ways and means to enhance the revenue collection by considering the proposal for rubber plantation,” Syiem assured while urging the cooperation of the opposition in overcoming revenue leakages.

On the concerned expressed by opposition members with regards to council’s losing lands due to Assam’s readiness to offer free registration of land, Syiem said, “The EC will find out ways and means to simplify the provisions for land registration for the people.”

Earlier, opposition leader Metbah Lyngdoh expressed concern over the problem faced by the council when it comes to shares on minor and major minerals.

On this, Syiem assured that the executive committee will pursue the matter aggressively with the state government. According to him, at present there is no clarity on the amount of royalty collected and the shares distributed by the state government to the council.

Syiem further stated that the district council is also contemplating to constitute the town committees to issue permission for building constructions, which is also another means for enhancing the council’s exchequer.

On the other hand, Syiem said that district council is still reluctant to pursue the constitution of town committees as there is a need to first sensitize the people on the importance to have such town committees.

Taking the views of the members into consideration, Syiem also agreed that the district council needs a bigger space to have multiple structures, council secretariat, guest houses and others adding that the present council’s campus is a bit of a problem especially the parking space.- By Our Reporter
