Activist seek Guv’s intervention to implement job reservation for STs in central offices

SHILLONG, JULY 25: An RTI activist on Monday sought the intervention of the Governor Satya Pal Malik for directing the central government offices in Meghalaya to implement the 44% job reservation meant for the scheduled tribes of the state.

In a letter to Malik, Arju Dkhar said, “…it is my humble request that your honour directs for mandatory compliance by all heads of departments, Government of India having its office, branch, zonal office, regional office, defence establishments, central institutions, central universities, government PSUs, financial institutions etc in the state of Meghalaya as per office order of the Ministry of Personnel Public Grievances and Pensions Department of Personnel & Training…”

Dkhar informed that he had sought information through RTI Act 2005 on the eligibility of percentage of reservation of Scheduled Tribes of the state of Meghalaya for recruitment of jobs under group C and D post as per vacancies in the government of India offices.

He said the reply vide letter (from) North Block New Delhi dated March 28, 2019, had clearly mentioned that based on the 2001 census scheduled tribes of the state of Meghalaya are entitled for job reservation of 44% for group C & D post as per vacancies arises with effect from July 5, 2005, in all the government of India offices, branch, zonal office, regional office, defence establishment, central government PSUs, financial institutions etc under the control of the Government of India in the state of Meghalaya.

The activist also referred to a report in the Times of India published dated October 6, 2021, the Attorney General KK Venu Gopal and Additional Solicitor General Balbir Singh submitted before the Supreme Court Bench of Justice L Najeswara Roa, Sanjiv Khanna and BR Gaval, Code “However, Venu Gopal told the Court that in 1965, the percentage of SC & Staff in central government job was 3.34% and 0.62% respectively which has risen to 17.5% & 6.82%.

He said the SC-ST representation was more in Group C & D categories of jobs and less in Group A & B categories.

The Attorney General also contended that adequate representation means that their share in the government jobs should be proportionate to their share in the population, Dkhar stated.
