SHILLONG, MAY 7: The state education department has recommended framing of separate ‘service rules’ for teachers working in government-aided schools in the state.
Schools categorizing as ad hoc, deficit system and deficit pattern in Meghalaya are aided by the state government.
The Directorate of Schools Education & Literacy (DSEL) had submitted the proposal to the state government on February earlier this year after growing demand for provincialization of teachers’ services.
The demand is spearheaded by a conglomeration of teachers’ associations under the banner of the Joint Action Committee of All Teachers’ Associations of Meghalaya (JACATAM) in 2014.
The proposal was also based on a comparative study taken up by the DSEL in states – Tamil Nadu, Goa, Assam and Sikkim to get clarity on the issue relating to provincialisation of services.
“The DSEL in its proposal had recommended the framing of the Meghalaya Provincialized School Service Rules – which will bring teachers working in government-aided schools at par with government teachers,” JACATAM chairman ED Nongsiang told reporters on Saturday.
He said, “With this, the school managing committees (SMCs) can frame rules for their respective schools based on the policy and guidelines of the state government.”
Stating that the proposal has also favoured the Tamil Nadu system, Nongsiang said, “It also seek to recommend the need of bringing uniformity of all government-aided schools from pre-primary to higher secondary level.”
According to him, the teachers will be getting scale of pay as per their counterpart in government schools besides allowances and pension schemes, which is in line with the committee demand for equal pay for equal work.
While the scope for promotion to other department of the education is exempted, Nongsiang said, the teachers in government-aided schools will only be brought under Assured Career Progress Scheme (ACPS) – they are entitled for increment in their salary.
He however said but promotion will take place only within the school and will be based on seniority list and there will be no transfer from one school to another.
Meanwhile, the DSEL has also estimated that the projected salary will be to the tune of Rs 900 crore if the government approved the proposal for provincialization of the teacher’s services.
“The government will only have to shell another Rs 300 crore to meet the salaries of the teachers annually,” Nongsiang said while informing at present the government is spending about Rs 500 crores.
Meanwhile, the state government is yet to take any decision on the issue despite the proposal having placed before it for nearly two months now.
The teachers demanding for provincialization had maintained that they will soon announce their plan of action against this delay of the state government.-By Our Reporter
