SHILLONG, SEPT 8: A delegation led by opposition UDP Mawlai legislator Embhahlang Syiemlieh on Thursday urged the state government to allow the district council to regulate building constructions outside municipal areas. “We have suggested to the government to allow the autonomous district council to implement their own building byelaws in areas falling outside municipality,” Syiemlieh told reporters after meeting the Urban Affairs Minister RV Lyngdoh here.
The KHADC had passed KHAD Land Development and Building) Regulation, 2015 last year to regulate building constructions under the schedule areas.
The initiative by the KHADC came after there was a huge protest against the application of the Meghalaya Building Byelaws, 2011 by the Meghalaya Urban Development Authority (MUDA) in the schedule areas.
However, the state government later declared KHADC building byelaws as unauthorized.
The UDP legislator informed that the minister was request to intervene and consider relaxing the rate for obtaining the occupancy certificate in areas outside the municipality. “There are complaints that people are made to pay Rs 60,000 for obtaining the occupancy certificate,” he said.
Urban Affairs Minister Ronnie V Lyngdoh told reporters after the meeting that the government is coming up with a separate agency/authority to look into the building construction outside the municipal areas.
Stating that exercise will help in dispelling misgiving on the issue, Lyngdoh said, “We are not trying to encroach but we will have to abide by the court’s order which clearly stated that building byelaws has to be implemented.”
According to him, the building byelaws will ensure that buildings constructed can withstand mild tremors and other incidence of natural disasters. On the issue to allow ADC to regulate building construction, the minister said that the issue has to be examined before taking any decision.-By Our Reporter
