KHADC’s bill timeframe

SHILLONG, JUNE 23: Khasi Hills Autonomous District Council (KHADC) propose to have specific timeframe for clearing the various bills of the council pending with the state government for many years.

“In our proposal we have proposed amendment of the Sixth Schedule to include a specific timeframe for clearing the bills passed by the council,” KHADC chief executive member PN Syiem said while replying to a query during the summer session on Thursday.

He said that the council has proposed that the Governor should complete examining the bill and give his decision within a period of six months like in the case at the parliament.

According to him, the Governor can return the bills along with suggestions and if the bills have to be sent for second time, it is expected that the  assent should also be given.

“The delay in clearing  the council’s bills is because there is no specific timeframe on the matter,” Syiem said.

Earlier while raising his supplementary question, KHNAM leader Adelbert Nongrum expressed concern over the delay in approving the amendment of Social Lineage Act, 2015 passed by the KHADC that is pending for the last one year.

“As per AD Rules, the bill cannot be returned to the council without any suggestions,” he said while reacting to the reply of Syiem when he informed that the bill was returned by DCA to the KHADC for fine tuning.

Agreeing with the member, Syiem admitted that the issue  of the bills being return by the state government was not as per the provisions of the Sixth Schedule of the Constitution.

“Returning of the bills by the DCA has created a bad precedence because as per rule the department has to forward the bill to the Governor,” Syiem said while assuring the house that the executive committee would soon seek clarification from the Governor and state government to point out whether there is provision for the DCA to return the bill without the observation of the Governor.

Syiem also said that the district council has decided to again send the bill as it is to the state government.-By Our Reporter
