SHILLONG, JAN 14: Shockingly of the forty-eight rape cases that were reported in 2012, twenty-four of the rape victims were minor with the three and half-year old child who was raped on Saturday at Mawlonghat village reportedly the youngest.
East Khasi hills Superintendent of Police M Kharkhrang suggested to the people, especially in the rural areas, and to the families where both husband and wife goes to work to start something like a crèche giving two people the responsibility to look after the children when the parents go to work.
The public frenzy that followed the rape and death of twenty-three year old medical student Damini in Delhi did raise a concern in Shillong too, but rapes, especially against the minor continues unabated.
The rapist Rishonroy Kharkongor who had raped the three and half year old girl has been arrested and remanded to eight days police custody.
Kharkhrang rued that the conviction rate in rape cases is very low. He said, “One of the reasons for the low conviction rate in rape cases is because of pending trials.” He, however, said that with the recent direction from the police headquarter, hopefully there will be a fast-track courts to dispose off rape cases.
According to Kharkhrang the rape cases, especially of minors, are committed against the children of the lower income group- where both the parents have to go to work- and by culprit known to the child and family.
Kharkhrang told reporters Monday that the district police are taking the crime against women, especially rape cases, very seriously. He said, “Very senior police officers, including me, are monitoring the rape case.”
Kharkhrang, however, lamented that crime against women like rape cannot be stopped by the police alone. He said the people must also play a role in reducing this crime:- By Our Reporter
