SHILLONG, FEB 3: Khasi Hills Autonomous District Council (KHADC) will write to the state government on Wednesday demanding clarity on the supposedly ‘flaws’ in the Village Administration Bill, which was recently returned back to the council.
“We would write to the DCA asking it to point-out the flaws and the lacunae that it found in the Bill, passed and submitted by the council,” KHADC chief executive member (CEM) Adelbert Nongrum told newsmen on Tuesday.
He said the decision was taken after KHADC felt that the letter received from the government ‘lacks clarity’ since it failed to pinpoint the flaws which it wanted the district council to rectify.
In letter of the state government that returned the said bill, the District Council Affairs (DCA) department pointed out that on the face of it, Khasi Hills Autonomous District (Village Administration) Bill, 2014 appears to be ‘lacking the ingredients of democratic aspects’.
According to the DCA, nowhere has the bill specified regarding the mode and procedure of establishment of the Dorbar Shnong.
It further states-‘Further on close examination regarding the duties, accountability, and responsibility of the Dorbar Shnong and Rangbah Shnong are certainly in ‘conflict’ and ‘duplicity’ to that of the state government and other existing Acts and Rules of the KHADC.”
On this, Nongrum said, “The District Council has drafted and passed the bill as per the purview of the Sixth Schedule to the Constitution of India with aims to strengthen the traditional institutions and heads in the region.”
Nongrum said, “We urged the government to reply to the district council on the issue at the earliest possible.” He threatened to take up the matter seriously if the state government is trying to adopt a ‘delaying tactic’ on the issue.
Nongrum said that the government has not rejected the bill but simply returned the Bill for further examination and for taking appropriate action.- By Our Reporter
