Iangrai, who was former Assistant Inspector General of Police (Administration), was arrested from his residence following a raid.
Confirming the arrest, Deputy Chief Minister Prestone Tynsong told reporters that the police officer has been arrested and that law will now take its own course.
“We have no option but to go for suspension (of the arrested police officer),” he said.
When asked, Tynsong however said, “Ultimately let the law proceed further till the final conclusion is arrived then we will see what is to be done.”
According to him, the police action is guided by the law.
On the demand for a CBI probe into the entire matter, the deputy chief minister however said, “You need to understand one thing since action has been taken by the concerned department (by arresting the police officer) and next the procedure is in place so let the law enforcing agency take care of everything. You see ultimately now because this issue has also come up in the high court where I think everything will be there black and white and transparency will also be there black and white.”
A case under Prevention of Corruption Act was registered against Iangrai by the Crime Investigation Department (CID) on October 28. This followed the constitution of a Special Investigating Team (SIT) headed by DIG (Eastern Range) Davis Marak.
Inspector General of Police (IGP) CID, Meghalaya O Pasi said a case was registered on October 28 based on the allegation of Misappropriation of funds by G.K. Iangrai, MPS in the construction of NERS PSAP facility at Sadar PS Complex.
“During the investigation of the same, on 02/11/2022, simultaneous searches were conducted on the strength of the warrant issued by the Hon’ble Court of the Special Judge (PC Act), Shillong at the residential premises of Shri G K Iangrai at Lumshyiap, Chanmari, Upper Golf Links, Shillong 1, Official Quarter at Golf Links, and Farm House at Rtiang, Umsning, Ribhoi,” Pasi said.
“During the searches, many incriminating documents, cash and material objects were seized and Shri G K Iangrai was arrested. Further investigation of the case continues,” he added.
In the past, a probe team headed by Inspector General (Law and Order) Mukesh Kumar Singh had found Iangrai’s alleged involvement in procurement of 29 vehicles when he was holding the post of Assistant Inspector-General of Police (Administration).
In its report, the probe team had said that a total of 29 vehicles were in personal custody of AIG A, GK Iangrai MPS before April 2022 without any orders from the competent authority.
Amongst these, (1) one new Scorpio, (1) one New Bolero, (2) Two New Swift Desire and (2) Two new Bajaj Motor Cycles have not been allotted registration numbers due to non- supply of documents by AIG A. And, also for the fact that most of them do not have the latest mandatory BS VI standards and as such they do not comply to the directions and Union Ministry of Road Transport & Highway…which is a clear-cut violation of norms.
In addition to the above, a total number of eight (8) number of new Bajaj Pulsar 150 cc motor Cycles which were purchased in the year 2019 could not be registered since no documents are available.
One Hyundai Verna which is parked at Central Workshop has been allotted a fake number and no registration of the vehicle was done by AIG A since no documents are available.
Further, the following vehicles have not been allotted to any officer and as such can be kept as pool vehicles or allotted to officers or units.
The state of the 7 police personnel who were working with AIG A were also recorded
Perusal of their statements, reveal that the delivery of most of the vehicles procured by PHQ under various heads were personally managed by AIG A through various people attached to him. These vehicles were then taken directly on his orders to either Police Officer Mess or MPRO complex where they were kept and the keys of all these vehicles were kept in his official residence. Their Statement also reveals a lot of crucial facts which point at glaring mismanagement and misuse of power by AIG A.
“Often, these vehicles without any registration were used for his personal purpose without any sanction from Police Headquarters. No log books were ever maintained for these vehicles even though POL/DOL coupons were issued by AIG A himself on a regular basis,” the report said.
The report said that the conduct of AIG A in the entire matter reflects gross negligence of duties and his conduct in the entire matter is unbecoming of an officer.
