TURA, JUNE 2: Tura Lok Sabha MP Conrad K. Sangma on Thursday raised the issue of peace agreement inked with both the factions of A’chik National Volunteers Council (ANVC) with official of the Ministry of Home Affairs (MHA) in New Delhi.
Conrad accompanied by former Rajya Sabha MP Thomas Sangma, chief opposition whip of Meghalaya James Sangma met MHA joint secretary Satyendra Garg at his official chamber at North block.
In the deliberation, Conrad expressed concern over the non-fulfillment of the terms and conditions that were in the peace agreement. He expressed concern over the fact that neither proper rehabilitation nor any other financial packages had been given to the cadres of the ANVC and ANVC (B).
He also apprised the MHA official that the state government had not been very regular in paying the stipends to the cadres.
Conrad also took up the issue of transfer of minor departments to Garo Hills Autonomous District Council (GHADC), which is yet to be completed. He also informed the MHA official that there are no regular meetings or reviews being held by the central and state government to actually assess the situation and propose on how to move forward.
Conrad expressed concern over these lapses and felt that if the government does not sincerely work towards fulfilling the commitments, which were mentioned in the peace agreement, it would have adverse effect on the current situation, which has been moving in a positive direction.
The delegate also expressed concern about the central and state governments stand and policy on how they would rehabilitate cadres of other groups, like the Garo National Liberation Army (GNLA), who have been surrendering in large numbers in the recent past.
The delegation felt that if proper steps are not taken then it will discourage other cadres who might want to surrender too. They urged the central government and the state government to take up the matter seriously and to ensure that proper rehabilitation be given to all the cadres who have been surrendering so that it encourages others to surrender also.
The MP also discussed release of funds under Special Assistance given by Central Government to the Garo, Khasi and Jaintia hills council and urged the Home Ministry to make necessary intervention.
Funds had been released to the state government on the February 18 last, but it still lying with the state government. As these funds are tied funds meant specifically for the district councils, the delegation felt that the government was unnecessary delaying the release of the funds to the councils.They requested that the central government should immediately intervene and ask the state to release the funds immediately without further delay.-From Our Correspondent
