Committee submits report

SHILLONG, FEB 2: The state government constituted committee headed by deputy chief minister- law department -Rowel Lyngdoh submitted its report and recommendations on the Benami Act and Tenancy Bil, for consideration of the State government.

“We have submitted our report and recommendations on the two laws to the chief minister Mukul Sangma today” Lyngdoh told reporters.  He said now it will depend on the state government to examine the recommendations submitted by the committee and accordingly its consider it.

The committee was given the responsibility of examining the Meghalaya Benami Transaction Prohibition, Act 1980 and reframing the Tenancy Verification Bill.

“We have not invited the traditional heads as we were expecting for the district councils to give their opinions, which they failed to do so,” Lyngdoh stated while informing that only the Garo Hills Autonomous District Council (GHADC) had submitted its suggestions to the committee.

The Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC) failed to attend meetings convened by the committee to discuss on the two laws.

Stating that the committee had received the opinions and suggestions from cross section including the district heads SPs and DCs, Lyngodh said, “All have agreed on the need to have a tenancy bill in place.”

Based on the outcome of the several meetings, Lyngdoh informed that the committee has also decided to redraft the tenancy bill.

“We have redrafted bill which we proposed to call as the ‘Meghalaya Regulation and Verfication of Households Bill’,” Lyngdoh informed adding there are various definitions in the bill which the committee have made changes.

Lyngdoh  informed that the committee has also made few recommendations on the need to strengthen the existing Benami Act.- By Our Reporter
