SHILLONG, APR 12: Nationalist Congress Party (NCP) legislator Sanbor Shullai demanded that the state government should register a case with the KHADC against a non-indigenous organization for running the Panchayati Raj (PR) within the 6th Scheduled areas of the state.
The demand came after the issue was brought to the notice of the assembly on Friday by HSPDP legislator Ardent Basaiawmoit , who revealed that the Panchayati Raj was set up in Madanrting which is under 6th Scheduled area and jurisdiction of the Khasi Hills Autonomous District Council (KHADC).
Basaiawmoit informed that the particular organization have been issuing certificates which were given recognition by the district administration and government departments.
Based on the revelation of Basaiawmoit, Shullai demanded, “An FIR should be file against such organization and the district council must ensure that its members are arrested.”
According to Shullai, the state is under the 6th Scheduled of the constitution and the panchayati raj cannot be formed within its area except for areas falling under Shillong Cantonment Board and European Ward where the District Council does not have authority.
Meghalaya District Council Affairs minister HDR Lyngdoh assured that the government will look into the matter immediately even as he informed that as per Article 243M (2) (a) of the constitution Panchayati Raj does not apply in the state of Meghalaya, Nagaland and Mizoram.- By Our Reporter
