SSAC proposes 27% job reservation for economically weaker section in Meghalaya

The 19-South Shillong Advisory Committee (SSAC) headed by BJP legislator Sanbor Shullai on Monday proposed 30 percent job reservation each for Khasi-Jantia and Garo people while 27 percent for the economically weaker section (EWS).

“The SSAC in consultation with several stakeholders has proposed a uniform reservation structure as per population census 2011 and also in line with the present roster system implemented by the Govt of Meghalaya,” Shullai said in a letter submitted to the Expert Committee on State Reservation Policy.

He said the committee has proposed job reservation for five categories that include 30 percent for Khasi-Jaintia ST, 30 percent for Garo ST, 27 percent for economically weaker section (EWS) society, 6 per cent for other ST/SC & OBC and 7 percent unreserved.

He added that out of 27 percent reserved for EWS, the committee has proposed that 87% should be reserved for the economically weaker section belonging to Khasi-Jaintia and Garo category, 6% for EWS belonging to other ST and SC (3%) & OBC (3%) and 7% for EWS belonging to unreserved category.

“Out of The 27% percent reservation for EWS category wherein 87% will be reserved for the EWS of Khasi, Jaintia and Garo category and remaining 6% for other ST, SC & OBC and 7% for unreserved category suggested by the advisory committee shall benefit the poor and also people from rural areas who are mostly deprived from the job reservation. The EWS includes the BPL family which includes the children of drivers, hawkers, domestic workers, daily wage earners and contractual employees, Asha, Aganwadi, farmers and labourers. The government employees are excluded from EWS category.”

“From the above five categories, 10% shall be reserved for the differently abled (PWD) and individuals who excel in the field of sports, arts and culture,” Shullai stated.

Further, the former cabinet minister informed that the advisory committee has also suggested the inclusion of all genuine Non-tribal in OBC category and for those entitled for Schedule caste should be included in SC category. The advisory committee has also suggested 3 % reservation for OBC & SC and 3% for other ST.

He said The advisory committee has also suggested that in the absence of any interested candidates belonging to other ST, SC , OBC and unreserved category in any respective district the same shall be filled by EWS society of the Khasi- Jaintia category in all Khasi and Jaintia hills (which includes Ri-Bhoi district) and Garo in case of Garo hills for district level post or sub-divisional post. 

“The advisory committee also suggested for district level posts or sub- divisional posts out of the 87% combine reservation, 50% should be reserved for economically weaker section belonging to Khasi-Jaintia for all  Khasi and Jaintia hills district (which also includes Ri-bhoi district)  and Garo for Garo hills,” Shullai said while adding that the state government is also asked to review the job reservation policy once in every ten years.
