Assembly Speaker Thomas A Sangma on Monday expunged the speech of opposition VPP legislator from North Shillong Adelbert Nongrum from the proceedings of the House after he made a reference to the role of the Governor during the debate on the Governor’s Address on February 19.
“…the reference to the Governor in the speech of Adelbert Nongrum, MLA, during the debate on Governor’s Address on February 19, 2024 shall be expunged from the proceedings of the House. This is my ruling,” Sangma said after quoting the relevant rules of procedure and conduct of business.
He said during the course of his speech on the debate on Governor’s Address, which he had spoken in Khasi and provided the translated English version, which was circulated to all members, Nongrum had also touched on the role of the Governor of Meghalaya and Governors of other states during his speech.
The Speaker said that the institution of the Governor is a very high institution. He is one of the constitutional heads of India and is appointed by the President of India under Article 155 and 156 of the Constitution of India. Therefore, his conduct and affairs are guarded from discussion in the state legislatures.
