SHILLONG, MAY 3: A social activist on Tuesday demanded the state government to revoke the permission granted to the Jai Maa Coal Private Limited for exporting coal to Bangladesh.
In a letter to the chief secretary RV Suchiang, Kingstone Bolwari said, “I humbly request your good self to kindly re-call/revoke the order…granting permission to Jai Maa Coal Private Limited to export the coal stranded at Gasuapara to Bangladesh and also to recall the impugned order dated April 29 issued by the Deputy Commissioner granting permission to Jai Maa Coal Pvt Ltd to transport/export the coal dump lying at Gasuapara area to Bangladesh.”
The Under Secretary of the Mining and Geology Department had issued a letter dated April 28, granting permission to M/s Jai Maa Coal Pvt Ltd. In compliance to this, the Deputy Commissioner Baghmara South Garo Hills also issued a standard operation of procedure on April 29, pertaining to the transportation of dump coal lying at Gasuapara area to Bangladesh.
“(However), there is no stranded coal lying at Gasuapara, therefore, giving permission to Jai Maa Coal Pvt. Ltd. will give scope to transport illegal fresh mining of coal from South Garo Hills District to Bangladesh,” he said.
Kingstone alleged that the Mining and Geology department has claimed that they are allowing the exporters to bring the coal from outside Meghalaya and to transport it to Gasuapara land custom station to Bangladesh but in reality the Jai Maa Coal Pvt Ltd is transporting the coals originating from South Garo Hills to Bangladesh.
“There is no system in place for checking the number of trucks and quantity of coal that are transporting from outside the state, no record of daily number of truck transporting coal and the total quantity of coal or total MT of coal coming from outside of Meghalaya which gives scope to carry out the illegal mining activities and illegal transportation of coal from Meghalaya as a result there is heavy revenue loss to Meghalaya,” he said.
He further stated that the Under Secretary of the Mining and Geology and the Deputy Commissioner of South Garo Hills while granting permission have never specified the actual quantity of coal dump lying at Gasuapara area and failing to mention the quantity of coal will give scope for indulging in illegal fresh coal mining.
Further, the social activist also alleged that the owner of M/S Jai Ma Coal Pvt Ltd Balwan Bhama also is being accused of committing the offense of fake bill trading with numerous fictitious non-existent and thus deliberately entered into a nexus of criminal conspiracy with a mala fide intent to defraud and deprive the state of its legitimate revenue.
He said an FIR in this connection has been filed with the Basistha police station.
“During the investigation it was found that through Youdhistra Bharma is the proprietor of M/S Jai Maa Coal Private Limited, but Balwan Bhama used to run the whole business. The investigation also found a fictitious supply chain through generation of fake tax involvement of Rs.52.80 lakh without record of any purchasing coal etc,” Kingstone added.
