SHILLONG, AUG 17: The Khasi Hills Autonomous District Council (KHADC) has decided to re-constitute the Committee on Village Administration Bill (VAB) likely next week.
A source in the KHADC informed that the Khasi Hills Democratic Alliance (KHDA)-led executive committee will take a call on the need to reconstitute the Committee on VAB in its meeting to be held next week.
Earlier, the Committee on Village Administration Bill was constituted by previous executive committee on May this year after the Governor Ganga Prasad returned the KHAD (Village Administration) Bill, 2015 for further fine tuning.
Prasad in his message had stated that future proposals (on the matter) should be confined to the provisions of the Sixth Schedule to the Constitution of India.
The terms of reference of the committee headed by the deputy chief executive member Teilinia S Thangkhiew was also to examine the various questions raised by the Government on the relevance of the VAB in its letter address to the Council.
However, the committee was later dissolved after the collapse of the People’s Democratic Alliance (PDA) executive committee led by People’s Democratic Front (PDF) Pynshngain N Syiem.
Meanwhile, the present KHADC chief executive member (CEM) Hispreaching Son Shylla had earlier stated that his EC may consider reconstituting the Committee with the same member.
The KHAD (Village Administration) Bill which seeks to empower the traditional heads was first passed in the House on July 1, 2014. The Bill was subsequently corrected through corrigenda accepted and approved by the KHADC on May 30, 2015.
However when it was submitted for assent, the Governor had forwarded the Bill to the Ministry of Home Affairs (MHA) for examination. The MHA had raised 12-point queries in its letter to the state government after certain conflicting provisions in the Bill was found.
