SHILLONG, MAY 14: Former leader of the disbanded Achik National Volunteer Council – Breakway (ANVC.B) Bernard N Marak today said the Agreed Text Settlement, if implemented in true spirit will benefit the people of the state.
“The Agreed Text aims to revamp the traditional system of administration in the three district councils over which Meghalaya administer its governance,” Marak said in a statement issued here.
It may be mentioned here, the Agreed Text Settlement signed between the Centre government, State government and two Garo rebel outfits – ANVC and ANVC.B also include increasing the seats of the three district councils.
Under this proposal, the seats in the Garo Hills Autonomous District Council (GHADC) and Khasi Hills Autonomous District Council (KHADC) will be increased from 30 to 40 and only 34 for Jaintia Hills Autonomous District Council (JHADC).
Stating that the land in Meghalaya is under a unique land holding system within the boundaries of 3 ADCs, Marak said, “The land holding system and traditional administration was politically manipulated and weakened in Meghalaya by indulgence of the traditional institutions (district councils) in state politics.”
According to him, the land rights under the traditional bodies are violated en masse by the authorities of the State and councils weakening the traditional bodies.
The Agreed Text aims to revamp the traditional bodies, traditional administration and strengthen local governance with direct funding to the grassroot level.
The Agreement which was framed and signed by us is unique in nature which is not perceivable to the witty bureaucrats and shrewd leaders.
Meanwhile, he however said that expanding the seats from 30 to 40 is just one angle of the entire agreement which will, in general empower the people and strengthen the traditional system of administration and also empower traditional bodies.
