NPP slams Congress over misuse of govt scheme, worsening law and order in GH

Shillong, Nov 5: Opposition and Nationalist People’s Party (NPP) Conrad Sangma slammed the Congress led Meghalaya United Alliance (MUA) government over the deteriorating law and order that led to closure of banks in Garo hills and also threaten to approach the Election Commission over the misuse of government fund to enhance the party’s prospect in the forthcoming 2013 Assembly election.

Alleging that the Congress is misusing” the government scheme at the grass root level to pull on voters to its side, Sangma told reporters in a news conference Monday,  “ The government is misusing the government scheme as Congress members have proposed that the government will give Rs 5000 to individual woman and groups under the ‘Scheme of Financial Inclusion for Women’ for employment generating programme only if they vote and join the party.

Sangma said the scheme is meant to be implemented for the different districts of the state but the Congress is using it to lure the women to join and vote for the Congress. He felt this is a serious and incorrect to pull voters by using government schemes and informed that he would be complaining to the election commission.

On the law and order front, Sangma said the deteriorating law and order situation in Garo hills has “paralyzed” the functioning of bank institutions in the different parts and the innocent people are being sandwiched between the security forces and militant outfits..

Sangma informed that bank branches in Songsak, Samanda, Rongsak Mangsang, Bajengdoba in East Garo Hills and Mindal in North Garo hills have closed for
several months now because of the worsening law and order situation. He said East Garo hills district is the worst affected as banks in four out
of five small towns have closed down operations because of increasing militant activities.

According to Sangma , flagship programs like the MGNREGS, IAY and other schemes were getting affected with no banking facilities.  He said, “The reason for this disruption in the functioning of these banks is due to fear of being abducted by certain arms militant outfits.

He urged the state government to take steps to restore and improve the law and order situation in the affected areas.

Sangma also alleged that security forces in the Garo Hills are
violating human rights and “harassing” innocent people. He said in one particular case  a pregnant woman was tortured which ultimately led to a miscarriage.

Saying that the National People’s Party (NPP) was not against operation against militants, he however, complained of excesses committed by the security forces as many innocent people were tortured. He also said that the militants are demanding Rs 15,000 to Rs 50,000 from
small time traders and shopkeepers which has greatly affected their
