SHILLONG, MAY 16: FKJGP Mawryngkneng circle president Kynsai War on Monday alleged that a BDO is ‘abusing power’ against him and his family just because he lodge a complaint against irregularities in the implementation of IAY scheme.
“The BDO of Mawryngkneng C&RD Block, Lyngskor Kynjing ,had taken it personally against me and members of the FKJGP by abusing his power and targeting even our family and friends,” War told reporters on Monday.
He said that recently the BDO had lodged an FIR against him for allegedly indulging in illegally transportation of coal in connivance with police from the area.
“He (Kynjing) had detained my brother’s truck on May 12, but the FIR was lodged in my name with the allegation that I had connive with the police,” War said. He said the BDO claimed that the vehicle carried coal without proper challan and valid documents, which was false and untrue.
It is also alleged that the BDO had conducted the checking alone without any magistrate and police personnel and had even display a license gun before the public.
According to him, except for fitness certificate which required to be renewed, all documents including insurance and permit are very much valid as they would expire on 2017 and June 4, this year respectively.
Challenging the BDO’s allegations, War said, “If I have nexus with the police in the illegal coal transportation, then I suggest him (BDO) to bring out their names and why he should filed an FIR against me alone.”
Meanwhile, the FKJGP president alleged that the BDO had filed the FIR as retaliation to the complaint lodged against him over the anomalies in the implementation of the IAY scheme in the area.
“We had earlier lodged a complaint with the Deputy Commissioner of East Khasi Hills District against the BDO on this regard based on the RTI findings,” War said.
Stating that as per guidelines, the village dorbar has to recommend the names of beneficiaries based on 2001 census, he however alleged, “But the BDO failed to consult the dorbar shnongs while implementing the scheme.”
Quoting the RTI findings, War said, “There were at least 16 beneficiaries who have received the scheme on March 31, this year. But unfortunately, the scheme was received by one person on their behalf, which was not as per procedure.”
According to him, the FKJGP have been organizing awareness programmes on the implementation of the IAY scheme to ensure that deserving beneficiaries are not deprived.
He also informed that the BDO had also issued show cause notice directing him to reply on or before April 28.
“The show cause was that I had complaint against him to the DC and why action should not be taken against me as he claimed that I was making false allegation against him,” War said adding “However I decided not to respond to the show-cause notice because our complaint was based on the report of the RTI.”
Meanwhile, the FKJGP leader said that he is ready to challenge the BDO, legally on the issue.-By Our Reporter
