SHILLONG, FEB 29: The KHADC on Monday assured of examining the possibility of including proposals that could not be taken up under the 13th Finance Commission in the Rs 133 crore–‘special assistance grant’ to be given by the centre to the council.
“Though the scheme proposals submitted have lapsed with the expiry of 13th Finance Commission last year, the executive committee would examine the possibility of including these proposals in the special assistance grant to be given by the centre to council,” KHADC EM in-charge Finance Neil Antonio War told the house on the second day of the budget session.
He was replying to queries raised by the members from the HSPDP during the question hour and also to a motion moved by UDP leader Teinwell Dkhar.
War, however said, “The executive committee would also have to study the guidelines on how to go about implementing the Rs 133 crore special assistance grant of the centre.”
Stating that the recent special assistance grant was approved following the initiatives made by the Forum of Councils under Sixth Schedule (FOCUSS) of 10 Autonomous District Councils (ADCs) from north eastern region, he said, “The forum will also soon meet to discuss on the issue.”
He said KHADC is not expecting that the centre would release the entire Rs 133 crore at one go but it will allocate the funds in a phase manner.
Earlier while raising supplementary question on the issue, opposition HSPDP MDC Pyniaid Sing Syiem had sought clarification from where would the council get the fund to give to the MDCs for implementing the pending schemes.
On the other hand, HSPDP MDC Teilinia Thangkhiew wanted to know whether the council is going to release the pending Rs 10 lakh out of Rs 40 lakh to the MDCs.
Replying to this, KHADC CEM PN Syiem said, “The MDCs can re-propose those schemes submitted under the 13th Finance Commission.”-By Our Reporter
