KHADC: Bill to unify council & headmen

SHILLONG, JAN 27: KHADC will introduce the KHAD (Constitution of Council of Traditional Dorbar) Bill, 2016, which seeks to unify the council and traditional bodies, during its upcoming session slated next month.

The decision was taken after the draft bill was finalized by the Federation of Traditional Dorbar (FoTD), a body comprises of representatives from district council and traditional institutions, during a meeting on Wednesday.

Earlier during its first sitting last year, the FoTD had named the draft bill as the Khasi Hills Autonomous District (Constitution of Federation of Traditional Dorbar) Bill.

However taking the provisions of the Sixth Schedule of the Constitution of India into consideration, it was decided that it will be appropriate to call it as KHAD (Constitution of Council of Traditional Dorbar) Bill.

“We have finalized the draft bill and the same will be place before the upcoming session which will be held from February 26, by the executive committee of the district council,” said KHADC chief PN Syiem, who is also heading the FoTD as chairman, after the meeting.

He also informed, “Once the bill is passed by the district council, the FoTD will be known as Council of Traditional Dorbar.” According to him, the present executive dorbar of the FoTD is only in ad hoc form.

Apart from this, the FoTD has also extended full support to the recent decision of the ruling PDF to protest against the Meghalaya High Court order which direct the government to frame uniform laws on the functioning of traditional headmen.

“The meeting has resolved to support and participate in the upcoming black flag protest against the court order, which will be held on February 29,” Syiem said adding “The representatives of traditional institutions also appeal to all dorbar himas, dorbar raij and dorbar shnong to extend their full cooperation on this issue.”

Meanwhile, the meeting further resolved to support the demand made by the Synjuk Ki Rangbah Shnong Ka Bri U Hynniewtrep (SNSBH) to denotify the government’s notification which seeks to restrict government employees from participating in the activity of community based organization and traditional body as functionaries.

“We also expressed our strong support to protest against the recent amendment of the Conduct and Service Rule and we hope that the government would consider denotifying the notification immediately,” Syiem said.

According to him, it is known fact that the government employees are the right and left hand in ensuring smooth functioning of traditional institutions in the state.

Lastly, the FoTD has also decided to support the decision of the KHADC to approach the Supreme Court against the Meghalaya High Court order.-By Our Reporter
