12 days judicial custody

SHILLONG, MAY 30: A local court on Saturday remanded three out of seven persons, arrested for allegedly instigating the crowd to violate section 144 CrPC imposed by district administration after a public meeting held at Laban Sports’ Club ground on Friday, to 12 days judicial custody.

“While four of the arrested were admitted in Civil Hospital, three of them were forwarded to court today and remanded to 12 days judicial custody,” East Khasi Hills SP M Kharkrang informed.

The arrested have been identified as Banisha Nongsiej (21) of Mawlai, Umiazur Block-III, Barisha L. Mawphlang (38) of Lumshyiap Golflink, Caroline Nongrum (37) of Mawlai Mawiong, Banisha L Nongrang (38) of Mawlai, Nongpdeng, Ialam Shympliang (32) of Upper Shillong Lumpdeng, Aisuk Dirborn (35) of Nongrah, Rynjah and Kerdalin Biam (33) of Mawlai Mawiong.

He also said there are attempts to spread misinformation to the public through social media with a design to bring about a breakdown of law & order, and police can take legal action for spreading such misinformation.

In connection with the incident near Civil Hospital Shillong yesterday, Kharkrang said that the HYC was not granted permission by the district administration to hold a public rally at the ‘Kiang Nongbah’ Statue site near Civil Hospital as the venue was just a few metres from the Civil Hospital which is a ‘NO NOISE’ Zone.

Moreover, there is no space in the area for holding a big public rally and all traffic will be affected which will have a ripple effect in the whole city as it is the main artery of the city, he said.

On Thursday, the District Administration also clamped Sec 144 CrPC prohibiting any meeting within 500 metres of Civil Hospital for the interest of all public, he said.

On the same day, a meeting was held between the District Administration and HYC members where it was made clear to them that they should comply with the order u/s 144 Cr PC but on their insistence for a rally near proposed venue, ultimately they were allowed at Laban Sports Club ground with a number of conditions like the meeting should be over by 3 pm and that no procession should be taken out after the meeting, he informed.

He, however,  said, “Prior to the meeting, they requested for an audience with Adelberth Nongrum, MDC which was allowed and a 5 member delegation met him.”

The meeting started off but when they cross the deadline, a magistrate went up to the podium to remind them that they have exceeded the timing but they refused to listen, he said.

According to him, around 5 pm, they ended their meeting and came out in a procession which is against the condition.

On reaching Civil Hospital point, they wanted to forcibly move to ‘U Kiang Nongbah’ statue site and women police in front tried to block them, he said adding “But they tried to break the cordon by assaulting the woman personnel and officers who were in the front line which compelled police to resort to mild lathi charge.”

Yesterday, several people mostly women were injured during the lathi charge executed by police on them.

The SP however claimed, “The reason for the number of women being injured was due to the fact that the male HYC volunteers used the female volunteers in front to act as their shield.”- By Our Reporter
