SHILLONG, MAR 18: The curtain has finally drawn in the politically volatile Khasi Hills Autonomous District Council (KHADC) with the state cabinet deciding to impose ‘Administrator’s Rule’ to bring about stability in governance.
Meghalaya chief minister Mukul Sangma announced on Wednesday, “We have approved the proposal to impose Administrator’s rule in the KHADC.” The proposal was brought before the cabinet by the District Council Affairs (DCA) department after frequent political instability affecting the functioning of KHADC.
Sangma told reporters after the cabinet meeting, “The decision has been taken as part of constitutional obligation to ensure right kind of governance in the democratically elected institution.”
Sangma informed that the cabinet approved that East Khasi hills deputy commissioner Sanjay Goyal will take over as administrator even as he said that the cabinet decision is now waiting the Governor’s assent.
The Administrator’s rule will last for a period of six months.
For several months now KHADC has witnessed series of defection and political tussle between two coalition alliances – the ARPA and PDF.
All Regional Parties Alliance (ARPA), a ruling alliance of the regional parties has been blamed for the purported constitutional crisis in the KHADC in the report read out by the DCA minister HDR Lyngdoh.
Earlier at least three Executive Members (EMs) of the ARPA defected to join the newly floated alliance – People’s Democratic Forum (PDF) led by Congress. This had boosted the strength of the PDF to 16 while ARPA was with only 13.
However, the three EMs did a political somersault by going back to ARPA.
Based on this, Lyngdoh said that the constant political arithmetic changes in the house of 30 MDCs left the government with no option but to impose administrator rule to stabilize governance in the KHADC.- By Our Reporter
